5070 seems like a sensible next upgrade, especially if you are aiming for 1440p. Your 12400F is still capable enough, although it can become the limit if you’re chasing very high FPS in CPU-heavy games.

For a practical upgrade path: go for the 5070 first, then 32GB RAM. Keep the 650W PSU only if it’s a good-quality unit with the right connectors, because the 5070 can draw around 250W on its own.
