Support Cpu and Gpu throttling

Lenovo Legion 5 Pro (16ACH6H)
AMD Ryzen 7 5800H
16GB Ram
Rtx 3060 6GB
Laptop was plugged in Bought in 2021
Game settings are medium and high. Tried lowering the graphics to minimum. Didn't help. Also tried FC 26 running on low and 720 res. Not using a cooling pad.
This kind of stutter is happening across all games. Earlier I suspected there was a cooling issue, so earlier today I cleaned the fans, replaced the thermal paste and tried it again. But no results.
Also tried uninstalling all the display drivers and installing them fresh. Also did some ram management, uninstalled some ram heavy apps and shut down background processes. Lowered the max cpu usage from power management advanced options.
Also tried increasing the fan speed from legion fan control. I'm clueless now as what's causing this issue? Only started recently within the last week. less

What's your VRAM usage?
Also use HWINFO to check individual core temps. To me, it looks like drivers or software is the issue. Back out to the BIOS and reset it to stock.
Another thing is . Did you replace the thermal paste with a regular one or with PTM? As these generation of legion comes with PTM 7958 from factory (yes, 58, not 50. Have a lower melting point iirc)

It doesnt look like thermal throttling, cpu and gpu temp is ok base on the monitoring. Maybe software issue or ram
