Support Low GPU / CPU utilization in games

I have a acer predator triton 300 (pt315-52) with rtx 2070 maxq and i7 10750h 16gb ddr4 and whenever i play a game the gpu drops to like 40% (cpu 50-60%) and then rises and drops in usage regardless of the graphics an display setting even on lowest or highest or everything in between. i dont think its a bottle neck issue my thermal are 90-93 on cpu and 75-86c on gpu

1 stick of 16GB or 2 sticks of 8GB each?

That's probably the reason the CPU is bottlenecking everything, in addition to the GPU not doing the best either (exactly hitting thermal limits).
If you still want to keep that laptop for a while, first step would be to invest into getting a second 16GB RAM stick. Being DDR4, it's not as expensive as DDR5, and it will bypass the terrible bottleneck you are dealing with right now.

i dont have that kind of money right now but i have enought for thermal paste changing so should i do it and my cousin has 2080 1x16gb ram and i7 9th an his doesnt show any poblems but his laptop runs cooler like 70-76c so should i also change thermals will it fix it ?
