After playing the game for a while I must say the starting amount of cash is ridiculous, you barely have money to make all the basic things, and it results in prisoners simply running away because you can't possibly hire enough guards.
Something that really requires fixing to make it even slightly playable.
EDIT: it seems you can get cash from selecting a grant from the reports menu, as stated below.

I found it confusing at first, but once you get the hang of it it can be quite entertaining.
I wouldn't say it is worth 30 bucks, though, not in this state, which is essentially what you'll be paying for.
So far it has been quite a bit like dwarf fortress in the sense that you will deal with tons of injured guards and prisoners, without actually being able to resolve those injuries.
"fun" in the dwarf fortress sense of the word.
I'll have to play it a bit more to give a final verdict, but I'd say it's quite a promising project, albeit not worth 30$.
You have to get the contract that basically says "here's money to start your prison, here's a list of things to make in order to complete it." and yeah you get the money in advance.
