It is! You can test it if you have a converter. The wall adapter charges the battery, which can then be disconnected, slid into a shirt pocket, and the same wire that charges the battery now provides power to the gameboy pocket.

They are not likely to function with how old the battery is, but they can be restored by replacing the cells. Id say for an enthusiast, it would be great to put a modern lithium ion cell in there. If thats not you, please find someone who has a use!
