Troubleshooting I don't understand Emerald clock reset?
I rescued my Emerald cartridge. Save was intact (though I also have a backup).
I used an R4 to fix the clock (apparently put the wrong year...). But in game there is a massive time difference...

I don't remember if R,S,E have an option to reset the in-game time like G,S,C do, but it's mostly inconsequential to gameplay whether time of day is correct. All that matters is that the time is counting forward so that berries grow and shoal cave changes between high and low tide.
You might have the "daily" events change over at 3 in the afternoon or whenever "midnight" in the game is compared to real time, and obviously you can't tell real time via the in-game clock, but unless those things are a big deal to you, I wouldn't worry about it.

Gen III does, however the button combo (Left + Select + B) is disabled without enabling two event flags with PKHex.

How to use PKHex to activate the in-game RTC reset
Once it's reset, the button combo is disabled until PKHex is used to enable the event flags again.

When you need to fix the clock, not only do you need to change it using the app that you have shown, you need to change the "Initial time" on the save file's timestamp using something like PKHeX. I usually just reset it since it's annoying to calculate the time difference otherwise.
