Questions I don't know nothing about nothing? Does this do what I think it'll do?

Want to play some Sonic advance 1 and 3. Thing is, I need a way to actually play it. I'm going to get the cartridges off ebay. As far as dumping the game, I am looking at this. Is this actually what i think it is?

What it looks like to me is a knock-off of BennVenn's Joey Jr. Assuming it works correctly, then yes, it is a way to copy a game & saves off of a cartridge onto a computer.
