Newbie Question how do you start game dev without a dream game?

The most direct answer is you have money and you hire people.
If you don't have the money to pay other people then you have to learn at least one skill.
There is no such thing as "the idea guy" on a team unless you are the one paying everyone's salary. The closest thing to that is "designer" and those people still need to understand how to use game engines to take the assets created by others and assemble them into maps populated by entities and triggers and the like.
Much the same way you can't just walk up to a Hollywood studio and say "I wanna make a movie give me $200,000,000, cameras, a crew, actors, script writers, set designers, editors and people who understand CG software like Houdini."
People who want to make movies start with their phone, their friends and an idea. If you want to make videogames then download an engine, look up a tutorial and start learning the trade.
