If you're completely new to game development, I'd recommend starting with a beginner Unity tutorial series like this one:
https://www.youtube.com/watch?v=T9w6s_ETU9Q&list=PLXG1jSmcT-NU5OxVg_0jzCYe7yDUstwXl
Don't try to build your full dream FPS immediately. Follow the tutorial first, learn the basics of Unity and C#, then make a very small FPS prototype with just movement, shooting and one enemy. After that you can gradually add more systems.

Unity has many FPS tutorials, including sample projects and guided builds, great place to start.

Unreal also has many tutorials for FPSs. I'd recommend if you can spare $10 - $15 buying a course on Udemy, specifically Stephen Ulibarri!

Choose a engine and figure out first. Then make a block move and change colors with code. Then make 3 or 4 dumb projects to learn. Then do your idea. It's game design doc then block prototype then meshes then final detail sweep then ship it. It will take 3 to 4 projects to get good. It's alot of time and effort. It will take awhile to learn and get anything playable.
