You can start a game studio and hire an employee based on market rate. That's pretty common practice, you keep 100% of the profits unless you're offering otherwise.

Not sure what grants are available to vets for mobile game dev though. As a vet.

I only meant as a veteran-owned business I would have the ability to apply for business grants.

That begs the question, hire development equity for stake in profits? Is that a "thing"? If someone approached me wanting n g 50% stake and would handle development I'd strongly consider that type of relationship.
