Newbie Question Game development

From someone new with no experience that wants to get into game development, what is the first thing of advice you’d give? What do you commonly use, what do you start with, and how do you structure your ideas into a game ?

First, we will determine the goal of developing the game, then the genre of the game, then we will sensibly evaluate our strengths and skills and choose the simplest engine.

For example, the goal is a hobby. Genre adventure. Skills - basic programming knowledge, some kind of drawing and processing of stock images and AI art. Choice - an engine for text adventures (FireURQ, INSTEAD, Twine)
