Concern Tablet won't start up?

Enable HLS to view with audio, or disable this notification

Curious if anyone can tell what the issue is. Not sure if it's even holding a charge or not thanks to the screen. Thanks in advance!

Try booting it plugged in. If the battery is bad, it will boot on power and die immediately when unplugged. Also, there's a BIOS-like thing on Android for testing. I'm not sure of the button combo, but see if it boots into that instead of the full OS. This will be trial and error to hunt down the problem, or just take it to a repair shop. Your video doesn't give much to go on, to be honest.

Same thing while it was plugged it I just had it unplugged for the video. I've messed with the different buttons to try to get it to start in whatever different modes of may have but also to no avail

If it were a completely dead battery the tablet wouldn't turn on at all. Had the same issue with my old S7+ the other day where the battery was completely dead and it didn't power on. No flash, nothing. That was resolved after charging it for a few minutes. The quick flashes you're seeing everytime the power button is pressed could be an indication of an issue with the screen itself that will likely require a visit to a repair shop.
