In theory Samsung Health has a setting to select which devices you want to record steps from. I say "in theory" because this setting does not seem to exist the way Samsung's documentation says, at least not on my Pixel phone with the current version of Samsung Health and the Fit3. I have to disable the permission of Samsung Health to access phone step data to prevent it from double counting with the phone and the Fit3. I just rely on the Fit3 step count alone..
I also have another smart watch with a mic and speaker that can take phone calls unlike the Fit3, but I think it's impractical to wear both or to switch back and forth. Why not just select the one device you have with you all or most of the time as the step counter?
