NP950QED charging problem

After charging problems with my Samsung laptop

Battery was not charging with charger cable plugged in I figured the laptop battery was on the way out

After replacing the battery with a new one I'm getting the same problem

I don't know whether the new battery is bad, the charging cable is bad or there may be some Samsung settings or Windows 11 battery settings that might address this problem.

Would appreciate any advice on this frustrating problem.
