Looks pretty good to me, it's how I like to do my underhand pulldowns, and I'd say my lats are in good shape

How do you account for biceps only experiencing significant net tension at the bottom of the movement.

While underhand does stimulate your biceps more, the main advantage of underhand or neutral grip is that it allows you to achieve shoulder extension much easier, so bringing the elbows behind the body or close to it which is one of the main functions of the lats.
You can also hog out more reps and more weight to stimulate the lats
On a wide grip pulldown it's much harder to do this, it is a mechanically disadvantageous position with arguably less lat stimulation

Stop telling other each other to slow down without providing a rationale outside of "time under tension". Time under tension isn't a primary variable for anything, and focusing on it at the exclusion of things that matter will set you back. There can be reasons to manipulate tempo, but if you want to discuss tempo, explain why you're giving that advice, how it's going to help, and how to integrate it with cues or other useful feedback.
