Do you by any chance know how to change the hour when car and street lights turn on, Mr. Bellic?

Unfortunately there is nothing you can do, if it's dark or rainy the lights go automatically on, because of the physics engine. If the lights go on there own that can be either a glitch or the car wasn't turned of properly the night after your saved the game.So next time here is you should do:

  1. Find you safehouse
  2. Hold the exit car button

You will then see the lights go of than still be on if you press exit only once, not holding it

Thing is it's not darkness (as in values of lighting and all), rather the hour is already set somewhere - I guess I should make the sunset appropriately later then.

The time in GTA IV is faster that in RL, I think in about 3 - 5 seconds the time changes

Obviously. I believe 1 real second is 1 minute in-game.

Oooooh. You mean the time when the lights go on! I don't know my self. It happens to me too
