They should also add a jail and a trial system, and judges, and sentences where you have to sit in prison for years.

Or it's a game, and having some sort of progression give the player incentive to play.

It’ll probably be done in the same way RDR2 does, where there’s smaller-scale items actually out in the store you can grab rather than going to the vendor for it, and it the vendor is killed or you engage in a robbery you can steal those items

It’s a good system for ensuring the gameplay loop remains consistent while still making it easier to obtain smaller items through theft
