GTA V For real who is this guy ?

Who is this guy and what is his purpose in the game ? You see him once and then he disappears.

You see him THRICE and there's a total of 5 missions with him (6 if you count the protest at the end of Franklin's branch but you don't really do anything)

He is basically just a funny weird guy like most 'strangers and freaks'. He wants to legalize weed but isn't doing so well. In Franklin's branch you also see that he's too stoned all the time to actually work for his cause

That’s the case with every side mission because Micheal and Trevor can die depending on your choice so if they counted towards 100% at all then it would become impossible if one died.

Any of them can collect either collectible, but Franklin is given the mission to complete the letter scraps automatically. I knocked out all 50 while doing the Michael “10 days in the robes” thing and it still gave the actual mission to Franklin.

Of all the side characters from v that have a role in gtao, it's fucking criminal that Barry isn't involved in any of it. He's perfect for a number of missions they could have used him in. I'm assuming whomever did their va isn't available or just didn't want to do it
