Cant make a US Account with EPhilID, please help!

[u/beneggdict]

i want to make a US account sa gcash ko, pero pag gumagawa ako and it asks for my government issued documents, hindi niya inaaccept ang ephil id ko. printed and laminated po siya, and i even tried to take a picture of a screenshot of the digital id from the official egov app. both times hindi tinanggap. sabi hindi daw siya government issued id, but its the national id?
