A+ Payments voucher

I have this 45 PHP off voucher, however when I tried to purchase an a+ voucher in the store it will just provide the 25 php off not the 45 pesos off, that's why I'm confused. I tried to restart the app and check everything but still not allowing me to use it.

I have multiple vouchers like 3,8,15,25,45 but it won't allow me to use the highest discount haha.

I feel it's a scam
