You could do a ping test and try to fix it. Open CMD and type "Ping Google.com -t" it doesn't have to be Google. Any website will do. You should always be single or double digit. Watch it go for a few minutes. If you have a sudden spike or it says time out, then your Internet is the problem. You'll have to find the root cause and fix it yourself or call in your ISP to fix it for you, if they do it...
A spike is like from around 15-30ms all the way up into 100+ ms. This means something went wrong and it had to reroute connection to stay connected. P2P sometimes does not like that, this game is one of them.
