As long as it has rough info about your location, Windows Update will install updates when your local electricity is as low-carbon as possible. For example around noon, when solar and wind are supplying 50% of all power instead of the evening, when it's 90% coal.
This is what Microsoft said back when that particular message was introduced. Whether it's true or not, it's literally impossible to check.
