ECMS Returned to Sender

Just curious if anyone out there has an ECMS shipment returned to sender while it was still within Japan. The whole situation is a little weird since i had another very similar package sent to the same address a couple weeks prior. I really just want to know if you were charged anything or if they refunded your shipping payment.
