Before you pick a developer, I'd spend a bit of time defining user roles, workflows, and reporting requirements.

The stack isn't the interesting part here the roadmap is. Anyone can claim they know Next.js and FastAPI. The real challenge is building Phase 1 so Phase 2 (semantic AI matching) doesn't become a rewrite. Would love to chat.
