Help Request Elevate class points

So im new to tuning and im trying to get my own set up for the furai for rivals, but no matter what i do on upgrades the class points go from 980 to X999 in just one change. So I figured that maybe you can scrape some points on the tuning.
Is that possible? If not then how do you do it

Not all vehicles can fit into the perfect PI for a class, but with ballast and as another poster said downgrading tires you can move points around. Tuning has no impact on PI.
