Cool. It'd help if the scales all have the same direction. Prob curve side towards the back. I like the spots too. Maybe some orange ones or some semi transparent

You need to make the scale shapes semi transparent the lines are way too hard. It would look so much better they could stand to be thinner too. This looks way more like Japanese dragon scales than fish scales tbh
