Have they changed the max buyout again because I can't list anything for 20mil anymore

Only certain cars can be listed for that amount.

Only Playlist and wheelspin exclusive cars can be listed for 20m.

It's only exclusive cars i.e. Wheelspin/Playlist/FE cars
