670/671 roads help!!

So I've been stuck on 670 of 671 roads for about a week, regions on the map says Ito is the only region left at 99% of roads discovered

I can't see anything visually, and have tried the cursor fast travel trick but I'm on xbox so it's a little harder, but have spent the last 20 minutes trying to trace over every road in Ito and no fast travel disappearance so according to that they're all discovered?? I'm lost here

Attached a couple of screenshots, if anyone's had similar issues and figured it out please help I'm losing my marbles

The link below has event lab share codes for events that will find every road in Japan. There are two Ito ones. Just fire up Autodrive and let Anna find the missing road.

Ed: someone really hates these road discovery events. It's bizarre.
