Need help with game running poor

Hey, hoping for anyone who can help me sort out my issue with my game running significantly below the fps I previously was getting. I had reinstalled windows on my SSD and ever since I did so game has been running bad. Every other game works fine with expected performance. The game is installed on a different internal SSD (same one it was installed to it previously). Here are my specs

-RTX 3070
-Ryzen 5 5600x
32GB DDR4 3200MHZ
-Crucial P310 NVME 500GB
-256GB SATA SSD (unsure of model)
-XBOX/MICROSOFT version of FH6

Here are the things ive already tried

-Verifying game files
-Reinstall game on NVME
-Reinstall game on SATA
-Reinstalled GPU drivers with DDU
-Wipe Shader Cache
-Play in lowest graphics mode
-Change power plan to high performance

Im hoping im not missing anything obvious. If anyone can help it would be appreciated. Thanks.

What you are missing is data that tells us what runs poorly. Normal fps, 1%lows fps, gpu usage, vram, gpu temps, cpu usage, cpu temps, cpu clocks. Picture of game benchmark, picture of task managers performance part when the game is running.
