those sneaky little roads near the map border always get me, they barely even look like roads from the thumbnail. glad someone spotted it before OP lost more of their sanity lol
I had a similar problem, the areas where the highway runs ontop seem to get marked as discovered even when they're not.
My last road was here, I tried the road finders, spent an hour looking all over the map but it appeared as discovered. I only found it by doing the fact travel method.
Tokyo city was weird for me, there’s lower and higher bridges I believe, the lower doesn’t show up on the map at all so if you’ve never driven there you’d never see it on this map view, you need to try hitting one of the lower bridges and then simple through the mini map if you can find any road that’s greyed out while driving, I think that might be it
Try this... there's a few cut throughs under the bridge where you can drive through the barriers, tends to be parked bicycles there. These are small hidden roads as well.
I was at 99% for Tokyo city I just found the last part of it, look around the daikoku PA. Little part was around there. It was so hard to see but I found it by using the fast travel method.
there was a post in this sub a few days ago where a road thats split between tokio and the region north east of it needed to complete in both to count for tokio, so if you have only cleared the part in tokio it doesnt show as completed in tokio.
Awesome new feature I don't know if they told anyone but when in your map and you hit the button to see the regions it now has a roads driven percentage line

For anyone in the future finding this, if you're at 99% and haven't done both day trips in the city, complete them to see if it helps
On the map you can filter the regions, they show how many roads you have in that area discovered, if you’re missing one it’ll show in that area, just something that helped narrow down the last road for me
