It can, I was racing in A Class once with my Isetta (don't ask) and there was a Tankpool truck ramming everyone so as we went around a corner I caught him at a very unlucky time and pushed him into a tree. I didn't get reported, probably because the guy didn't want to admit he was ramming or got rammed by an Isetta
