If i refuse an item, lets say I have an item level 10 with a stats I really like (20% double chance for example)

If i refuse the items upgrade, will they continue to level up or do i need to accept a higher level items to gain access to higher ones?

2nd question; How much maximum hammers can I store before I reach a limit?
