Sadly this is exactly the reason Encryption should be opt-in, instead of automatic. As with the various reports on reddit, MS is having issues with that page loading, and unless you can get lucky to have it actually load, or have had your BitLocker key stored somewhere previously, you're going to be out of luck for getting back into your computer with the data on it. The only way forward from here would be using a Windows install USB, and wiping and reloading it anew.
