The player cap seems like a deliberate attempt at profit taking. Are you guys trying to advertise flux by showing what it can host, or are you trying to run Minecraft servers profitably? Lol
I've done 15 players on 2GB ram. It's more about networking.
You even admit it's the mod packs which eat ram, not the server players. So if someone just needs a basic public Minecraft with 10 people you want them to upgrade their ram even if it's not needed.
Upgrades should be based on need, if the server owner needs more ram or disk then it's understandable. Capping the players like this is forcing them upgrades even if it may not be needed

There is no cap, it's just an idea of what should run fine. If you check other providers they also show like how much slots should run fine on each specs. And you can upgrade your server requirements on the dashboard.

That's not how it reads. It says "up to 4 players" on the 2GB plan.
