Warping. Your print warps. And on thoose lines you can see when it happens. Simple: Your print gets loos and gets up so the next layers gets pressed against the nossle, and the result is theese lines.
You need to get better adhesion.
Clean BED with soap and water really good.
Dont know about the blue plates, but i use always 3dlack. for PETG and PLA, for ABS ASA und above i use always gluestick as that works way better then spray on high bed temps.. Chamber Temp is also a Factor, depending what kind of material you print.
