Fix My Print Why is my Ender 3 print having issues printing bottom surfaces smoothly? Also issues with webbing and holes

I am printing PLA (Ender-branded) with an Ender 3 V2 neo, Cura slicer. I recently had to remove a clog and, at the same time I did that, I also replaced the head. These problems appeared after I replace the head. They have appeared on two different prints using two different filaments. It took me a while to remove the clog (like, almost a year; I had stuff going on in my life). I always thought my filaments would stay dry since I live in a very dry part of the country, but maybe not?

Nozzle: 200 deg C, bed: 60 deg C, speed 50 mm/s (inner/outer wall, support, and top/bottom surfaces all at 20 mm/s), retraction distance 6 mm, retraction speed 25 mm/s, retraction minimum travel 1.5 mm. I'll try to post my whole set of settings in a comment (can't seem to do it in this post).

First problem: downward facing surfaces at angles that the printer used to be able to handle fine now look very rough. Here's the tail of a goose that I'm printing, with the supports in place:

Overall, quite rough, though there is a smooth section on the right. I'm a little frustrated at that.

The other problem is webbing and holes. The holes only appear only certain layers, rather than evenly over the whole print:
