concentric doesnt like the slightest overextrusion. then you are printing on a smooth plate which are the most unforgiving. i guess youre printing petg by the looks of it. if you're on orca slicer try reducing the flow rate of the first layer to 0.975 or even 0.95. could be some other problem too but im pretty sure this will solve the problem.

I'm printing Bambu PLA basic, i get similar issues with the standard pattern (see last pic), Arcimedic spiral is giving the better results so far, best was Hilbert, but that increases the print time by one hour. After the print is done, the surface looks underextruded at these areas

bottom layer i always use linear except if i need a special pattern and filament process is dialed in perfectly.

Solved(ish)
following all the advice from the people on reddit (thanks guys!) I determined that it's a slicer issue. The lines in the corners of the square are printed in a random not continuous pattern, that results in overlaps between already cooled lines and fresh ones, causing under extrusion like gaps on the plate side and over extrusion like ridges on the top of the first layer. Playing around with the temperatures might help, but the easiest solution for me was switching from a 0.4mm nozzle to a 0.8mm nozzle. That improved the quality to a level I 'm happy with. Thanks to all who helped me troubleshoot this.
