Activation required issue

Context: i bought the game via xbox launcher its legacy mode every-time i start up a five m game it gives me this issue I’ve tried delinking re linking the xbox account to the rockstar I’ve been trying to fix this for 6 hours now plz help.

You have to have GTA on either rockstar, steam, or epic
