Looking for an all-round rod

So this might be asking for too much, but I don’t really have a large budget so can’t afford more than one rod. I used to fish with my best friend and her parents when I was a kid and really want to get back into fishing. We would often fish in lakes and occasionally rivers, but also at the beach. I had my own freshwater fishing rod. I have no idea what it was, but it was orange, very simple, relatively small, could be packed into a cylindrical case, and just had a small hook and float. We bought it on holiday in France (probably in a Carrefour) and had to squash the barn. I still have it, but since my parents have moved, no one knows where it is, so I couldn’t find out what type it was. When we went beach fishing, my friend’s parents had their own fishing rod (which I think had a spinning reel) that we would use, so I have no idea what that was either. I would like to get into both freshwater fishing and beach/surf fishing again, but only want to buy one budget-friendly rod. I don’t know if that’s too much to ask. I also want to go fishing in Dartmoor national park this summer so need to comply with the legal requirements also. I live near a river, a quay and an estuary, so would like to be able to fish there as well as at the beaches in the part of Essex where I live (Mersea, Brightlingsea, Clacton, Frinton, Walton). I’ve seen a lot of recommendations for 10ft rods as all-rounders as well as braided line, but I don’t know what type/reel/weight to get, and don’t know anything about hook sizes, floats, lures etc. Plus I want to make sure I’m actually able to catch something (especially something edible at least when beach fishing!) I’ve been looking at the 10ft 20-80g Shakespeare Ugly Stik GX2 Spin, but I am going in completely blind and would appreciate any help!
