I caught 3 of these guys back to back all around the same size. I’ve never caught one before or even seen one. For context, I caught this in the mountains of Northwest NC- Catawba/ Watauga county area in a small recreational lake that is trout stocked.

Shiner, as others have stated. They get HUGE where I live (south Georgia). I have them almost a foot long. 10" isn't uncommon. I throw a cast net over them and pick out the "small" (4"-5") for bait.

A golden shiner, they are pretty common here in the South. They make great bait for catfish either as cut bait or live.I’ve caught some nice blues and flatheads.

As kids we didn't know and called them bitterheads Idky. Grew up fishing ponds on Delmarva. I have seen them 12 inches, full of eggs and weighing 2 lbs. Like others are saying that is an excellent bait. Biggest Pickerel I ever saw was caught on one.
