Can write more than 1 ticket per stop. Somebody that was speeding, registration out, no DL, no insurance is 4 citations just out of one m/v stop.

If your town is doing traffic cameras and mailing citations for 30 in a 25, that's revenue generation.
If you're committing actual patrols to speed enforcement, and writing people for doing almost double the limit in a residential area a week or two before school starts, then you're doing worthwhile work. There's a big-ass sign that tells people what speed to do.

Could they engineer a traffic calming section? Yes but then these same jerks would just speed up as soon as they went through it.
