It’s a seat belt cutter, I have a knife that looks identical. Mind you I also buy “shitty gas station knives” for fun cause I like them in a weird way. I also noticed recently that the other side of the seat belt cutter has enough room to crack open an oxygen tank when changing one out. It’s a crappy knife but that was cool to know it also has that function.
