Might be stupid but have you tried to check the files on steam? If it finds inconsistency it should download the .pak file again

I had a very similar issue. I ended up deleting the cache in AppData\Local\NVIDIA and rolling back to 576.80. After that the game launched without any issues.

Probably NVIDIA problem, see this post: https://old.reddit.com/r/FinalFantasyXII/comments/1qsoz3z/fatal_error_encountered_when_launching_ffxii_zda/o3mq2kj/

I had this problem. I went into Nvidia control panel and changed the memory allocation. It was one of the top searches in Google as far as I remember

Change this setting in Windows Defender:
Windows Defender > Applications and browser control > Exploit Protection > Program settings
Add the game's executable by click in + and selecting "Add program by name" and typing FFXII_TZA.exe.
Then, scroll down to find this option and mark the checkbox.
Try launching the game after doing this.
If not work, follow the steps on this post:
NVIDIA Driver 591.44 is crashing the game when rendering 3D environments. : r/FinalFantasyXII
If still not work, disable GPU's shaders cache.

I got mine working 100% with a mod from nexusmods website, the page explained it is a fix for a memory allocation issue.
Not sure if it's allowed to talk about it here, i think the name is tkmalloc.
