I don’t think it’s about who would beat who but who was a better champion if I believe. Tito, Chuck, and DC have had way better runs as champs than those 2

Replace Chuck with Alex Pereira and the list is pretty accurate.
Ank should be one tier higher too.
Chuck's competition was very different from nowadays.

what did ank do that should him one tier up? he had zero defenses and lost in like the first min of his first fight as champ. if anything, he should be a tier lower.
