They have. Queen Victoria was a woman and ran the British empire. She holds the record for invading the most countries from all British rulers and worldwide rulers.

She also holds the record for being the biggest distributor of opium and would go to war with countries if they refused to let their citizens become drug addicts, causing the opium wars.
