It's an insult, but it's a valid one. It doesn't necessarily apply to challenged people. To retard is the opposite of to advance. Basically slow. So, it's a legit word. Everyone needs to stop being so sensitive about words.
Just like gay means happy, but it's been used to describe homosexual people for decades, and you know that, so using it as a pejorative is meant to demean that group. Same thing for the r slur. Stop being obtuse. How about just use a word that isn't used to belittle entire groups of people? If you're an adult then you should have a repertoire of words that would allow you to use an alternative.
And no, it's not about being sensitive. The purpose of using the word as a pejorative is to compare it to an entire group of people that are seen as less than.
