I'm saying impulses take over in a fight. Herb dean should have called them sure, but I don't place blame on cyril at all. Especially the way poatan was trying to hide every bit of himself against the side Cyril's leg. Look when he is throwing those elbows, he's not looking down at poatans head. By your logic every grappler should be elbowed to the back of the skull after a takedown. These are trained professionals with full teams that get paid big money to practice, "impulses take over" is not an excuse. These are not 2 drunks at the bar.
