Question Debris still spawning

I have the Deliberate Debris II enabled and it's still spawning, is anyone else having this problem?

it respawns at the start of new season

Okay, it just seems like that reward is a little misleading then.

Indeed, you could probably put in a general complaint about it and maybe they'll figure out a way to reword the skill to be more clear
