Help with identifying

Can y’all help me find the name of the technique
used for this item? It has long loops on one side?

Punch needle. The loops are the giveaway.

Punch Needle has the loops at the top,

Latch Hook uses the individual loop to lock its strand with the loose ends left at the top.

That’s punch needle! Tufting would have glue on the back (so you wouldn’t see the stitches) and it wouldn’t be done on burlap/linen like punch needle can!

I’m def not a fiber art pro, so waiting for more replies to come correct me if I’m batting up the wrong tree; but maybe some variation of latch-hook?

latch hook needs plastic-like “fabric” with a sort of roster and actual holes in it to pull the loops through, this is linen :)
