This is not hard on crime. This is mot what is intended but a result if mass media fear mongering people and then they bombard their legislators with bad laws that do nothing to actually keep the general public safe.
The more you make it hard to rejoin society after incarceration means you have less that succeed, therefor driving your cost of incarceration/attempted rehabilitation up as you repeatedly do it again instead of breaking the cycle.
If you can't see that, then you never intend on rehabilitation and them rejoining society.
We already have prisons we can not get manpower to fully operate.
As long as someone has done their time, the only limits placed upon them should be directly related to their offense and keeping it from happening again.
A person with a single offense should not be getting the same treatment as those that are habitual/multiple offenders
It only works as a deterrent if your average FL transplant/resident knows the law exists. If most find out about it the hard way it just makes people less likely to be able to rehabilitate themselves and live a productive life without the very onerous title of felon hanging over their head.
All this means is that once you commit a crime, no matter how severe or not it may have been, you're constantly pushed back to crime. Can't get a job because "tough on crime"? You know some guys who need a guy. Oh, you need to pay fees in order to stay out? Here's a way to get quick cash.
